Issue #1156: add canvas handling for BROADCAST_MESSAGE WebSocket events
and add behavioral tests for broadcast_message and talk_to_user.

What was done

Canvas BROADCAST_MESSAGE handler (issue #1156):

  • canvas/src/store/canvas.ts: Added broadcastMessages: Array<...> field + consumeBroadcastMessages() to CanvasState. broadcastMessages accumulates unread incoming org-wide broadcast messages; consumeBroadcastMessages clears the buffer on dismiss.
  • canvas/src/store/canvas-events.ts: Added case "BROADCAST_MESSAGE" that extracts sender_id, sender, message from the WS payload, appends to broadcastMessages[], and sets liveAnnouncement for screen readers. Added broadcastMessages to the get() type signature.
  • canvas/src/components/BroadcastBanner.tsx (new): Renders a fixed top-center dismissible banner with megaphone SVG icon, sender name in blue-300, message text in blue-50, and a dismiss (×) button. Follows the same fixed top-16 left-1/2 placement as ApprovalBanner. Blue-950/blue-700 palette for informational (vs amber for warnings).
  • canvas/src/components/Canvas.tsx: Imports and renders <BroadcastBanner /> after <ApprovalBanner />.
  • canvas/src/store/__tests__/canvas-events.test.ts: Added BROADCAST_MESSAGE describe block with 6 test cases: correct field extraction, liveAnnouncement, sender-fallback to truncated ID, empty-message guard, accumulation with existing messages, XSS-like content safe storage.
  • canvas/src/components/__tests__/Canvas.{pan-to-node,a11y}.test.tsx: Added broadcastMessages: [] + consumeBroadcastMessages: vi.fn() to mockStoreState; added BroadcastBanner stub to the mock list so the component tree remains testable.

Python behavioral tests (test_a2a_tools_messaging.py):

  • TestToolBroadcastMessage (7 cases): empty message, whitespace-only → error surface, success 200 with delivered count, unknown delivered → "?" fallback, 403 with hint, 403 without hint guard, 500 + exception.
  • TestUploadChatFiles (7 cases): missing file, OSError on read, httpx exception, non-200, non-JSON response, missing files key, file-count mismatch.

Test results: 210 canvas test files / 3299 tests pass; 22 workspace tests pass; canvas build compiles clean.

Pending: Canvas BROADCAST_MESSAGE UI for A2A edge display

The Go platform sends BROADCAST_MESSAGE WS events, and the canvas now captures and displays them. A future follow-up could also render a directed edge annotation on the canvas topology for broadcasts that came from a specific workspace (similar to how delegation edges are shown via the A2A topology overlay). This is out of scope for this PR but noted for #1156 follow-up.
