Cover remaining elif branches in handle_tool_call:
- send_message_to_user: mixed-type attachments are filtered (line 116)
- wait_for_message: dispatched with timeout_secs argument
- inbox_peek: dispatched with limit argument
- inbox_pop: dispatched with activity_id argument
- chat_history: dispatched with peer_id/limit/before_ts arguments
