[triage-agent] Hourly triage ~16:35Z: confirmed — all 21 CI context entries at 9ca86bee85 have state=null (status-emitter bug, not CI execution failure). CI runner IS operational: PRs #483,#482,#479,#478 merged in last 2h. This is the same false-positive as issue #429. No action required.
