fix(ci): pass WORKSPACE_ID + stub keys to import smoke (executor.py guard)

Approving. Smoke step needs stub env vars because molecule_runtime.a2a_client raises at module import on missing WORKSPACE_ID.

fix(ci): drop broken boot-smoke step from publish-image (DinD volume isolation)

Approving. Boot-smoke step is structurally broken in DinD; image-build /app/*.py import smoke remains as primary verification.
